The Payson Stooges




KMOG radio rains lies on our town of Payson to the point the Hoopleheads are flooded in conspriacy theories. Next the Hoopleheads elect the three stooges KMOG promoted. Can it get worse? Hell yes, the first thing the stooges do is try to pull a Trump move. To thank Charlie Seraphin for helping to spread the big lie the stooges try to appoint Charlie from KMOG to be interim town manager. One big problem, a capable interim town manager has already been appointed. 

The stooges, and Charlie have been alleging massive fraud, and mismanagement in the Payson town hall. So the stooges are going to send Charlie in to root out the fraud. Of course the stooges and Charlie just make vague claims. There is no hard evidence of anything wrong, but it works to stir up the Hoopleheads. 

Now for the icing on the cake. The town council members with functioning brains rejected the scheme.  But wait, now Steve Otto is going to have a "special" meeting to try to ram through his buddy Charlie.  Do ordinary citizens get to speak at the special meeting? Not if Steve Otto can stop it. This is the Steve Otto who promised citizen participation, open government and all his other lies. Wednesday at 4 P.M. the game will be on. Show up speak up. In the mean time call the stooges or email them and insist people have the input they promised.

He can not return to city – but he takes one last $40k check with him
He signed a letter admitting the town did no wrongdoing. His lawsuit was frivolous, and he was prohibited from working for the town. They paid him to get rid of him.
Seraphin’s name was often followed by comments from other hard-working city employees who wondered exactly what it was that he did as a “marketing specialist” worthy of his $78,000 a year paycheck.
Seraphin was unsuccessful in his fundraising mission. Significant sponsors never materialized. None the less, the October 1, 2012 contract says Charlie Seraphin’s “experience and background … provides him with the unique and necessary qualifications to provide the required consultation and guidance to the city”. Seraphin was moved from “marketing employee” status to marketing consultant as an “independent contractor” and renewed each year through 2014.
But, when the city manager learned of the political implications of Seraphin’s actions, when, as a city contractor, he was expected to remain a-political, Regan terminated Seraphin’s contract — allowing him additional paid notice.

City employee fired for interference in political races
the reason for the termination was Seraphin's involvement in the city's political process.
Regan said Seraphin was given a 30-day termination notice Wednesday after Seraphin questioned the ability of one of the mayoral candidates.
"The civil service side of the municipal government is a-political," Regan said.
Given Seraphin's position with the city, voicing opinions on politics is prohibited, Regan said.

This is the “only “municipal job Charlie Seraphin has ever had. He failed and was terminated.
Historic City News was informed today that Charlie Seraphin, the man who appeared on the city payroll in 2012, earning $70,000 a year plus benefits to augment the 450th Commemoration fundraising efforts of Dana Ste. Claire and the defunct First America Foundation before him, has been terminated.
On January 10, 2013, Historic City News reported that, even though Seraphin had failed to produce the national sponsors, like American Express or Coca Cola, that he represented he could, he was being transferred from “employee” to “consultant”
Although the contract for consulting services was never put out to bid, it remained vague as to what, exactly, it was that Seraphin, who was given an office at City Hall and business cards bearing the official City Seal, was supposed to do next year — or, what he has done worth nearly $250,000 over the past three years.
A Davis Shores resident, who turns 81-years-old next month, wrote a Letter to the Editor of the St Augustine Record newspaper. In that letter, the content of which was republished on Historic City News and appears below,
What happened next was shocking, and when we learned about it at Historic City News, the consensus was that it could not stand un-reported.
Charles R. Seraphin, who resides at North Beach, outside the city limits of St Augustine and who does not vote in the city elections, took time from his work for the city to call the letter writer and challenge him on the opinions that he expressed.
Seraphin goes on to pick apart Shaver’s resume — stating, “Your professional credentials are unclear, and unfortunately that casts a shadow on your integrity.” He also wrote, “John assured me that you provided him with a detailed resume and he read it to me over the phone.”
Seraphin wrote, “Let’s assume that you simply have a bad memory and you don’t remember dates and titles, and that all the companies you worked for (with the exception of MCI) are not well known.” How extremely unprofessional for the man, himself a contract consultant,

Charlie Seraphin has lived and worked in nine states and two foreign countries. Professionally, he worked radio news operations in five cities including Miami and San Francisco.
