The scheme is set up to allow guardians to loot the estate of older people. The particular case the story centers on involves the daughter of an older couple. The daughter tries to protect her parents that have been captured by the guardians and put in a nursing home. The guardians bilk the older people and make a fortune doing it. The courts go along with it and the whole thing ends up like a kidnapping.
These type of abuses are reported publicly and the legislatures in states like Nevada fail to act. The lesson is be nice to your children, they are your only hope to avoid being captured. If you don't have children god help you. You can be captured and your assets stolen.
